Chief Finance Director - State of Utah

The Utah Inland Port Authority (UIPA) is seeking a Chief Financial Officer (CFO) to support its team. The CFO is part of the Department’s Executive Leadership Team and oversees all financial and budget operations of the Utah Inland Port Authority.

Principle Duties Some of the specific responsibilities of this role include public financing oversight, bond management, contract monitoring, developing reimbursement methodologies, auditing provider cost reports, oversight of accounts payable, managing the accounting and financial reporting of the UIPA, cost allocations, developing annual budget requests, and analyzing revenues and expenditures. The position also plays a key role in legislative session through testifying before the legislature on all budget-related items. Other duties include:

  • Develop long-range fiscal planning programs, analysis of pending legislation, economic forecasting and modeling (including bond and tax differential), revenue and expenditure analysis, maintain and improve upon systems for projecting UIPA financial resources and requirements.
  • Manage, review, prepare, and present complex budgets, financial reports, and summaries to internal and external stakeholders.
  • Work with local governments and developers on public financing, including tax-increment financing and public infrastructure districts.
  • Establish and maintain effective working relationships with all levels of management, UIPA board, and UIPA finance and audit committee.
  • Work collaboratively with a variety of groups on fiscal and policy issues, own and advise on financial risk and controls, analyze expenditures, and determine cost-effectiveness.
  • Lead financial process improvement and quality assurance measures.
  • Establish and maintain UIPA goals, strategies, objectives, and plans for carrying out the financial functions of the organization.

Ideal Candidate Master’s degree in Public Administration, Business Administration, Finance, Accounting, or a related field.

  • CPA certification.
  • At least 10 years of fiscal-related experience including management/executive level experience.
  • Broad knowledge of finance, accounting, budgeting, financial statement preparation, and cost control principles including Generally Accepted Accounting Principles.
  • Extensive knowledge of state and federal accounting, budgeting, applicable laws, and policies and procedures.
  • Strong knowledge and ability to use Caselle or similar financial accounting systems.
  • Ability to lead, mentor, develop, and manage subordinate staff.
  • Understanding of bonds and other public finance tools.

UIPA is an independent, nonprofit, separate body corporate and politic, with perpetual succession; a political subdivision of the state; and a public corporation. The purpose of UIPA is to fulfill the statewide public purpose of working in concert with applicable state and local government entities, property owners and other private parties, and other stakeholders to encourage and facilitate development of the jurisdictional land and other project areas to maximize the long-term economic and other benefit for the state, consistent with the strategies, policies, and objectives described in the authorizing statutory authority.
